The BSG commissioned Analysys Mason to work with the BSG Executive to undertake a cost modelling exercise to explore the costs of deployment for fibre to the cabinet (FTTC) and fibre to the home (FTTH) in the UK.

The report used UK-specific geographical data and deployment costs. It highlights the component costs for the deployment of these technologies, and how these are impacted by various factors such as take-up[ and duct-re-use, and is the most comprehensive assessment of the total costs of deployment for the UK that is publicly available.

The BSG was asked to undertake this work by government as part of its independent broadband review. The review was announced on 22 February by Baroness Shriti Vadera, and was led by Francesco Caio, former CEO of Cable and Wireless.

The final report of the Review was published on 12 September 2008.
