Terms of Reference

 

The Broadband Stakeholder Group Content Working Group will aim to bring together the full range of stakeholders in the broadband arena to assess and promote the role of content, applications and services in the creation of a thriving UK broadband marketplace.

In particular, the Content Working group will:

 

  1. Raise knowledge and awareness of the nature of content, applications and services and of their role in driving broadband take-up.
  2. Seek to address weaknesses in the supply-web between operators, infrastructure providers and the content sector and to create cross-sectoral relationships between companies across the whole spectrum.
  3. Seek to improve government's knowledge of public sector content's role in driving demand - and, through doing this, to assist government in aggregating and commissioning public sector content.
  4. Work closely with the DCF to take forward specific policy initiatives such as proposals for broadband pilots, promotion of a supportive taxation regime and skills mapping.
 
Issues being addressed:
 
  • Harnessing the catalysing potential of government content procurement
  • Addressing the role of public sector broadband content
  • Identify and addressing skills needs in the content development sector
  • Promoting the use of tax credits for content development
  • Raising the need for a Digital Rights Management solution
