By 1st November 2002 provide the BSG with a report on the economic case for further investment into the provision of Broadband Services throughout the UK.
In producing this report the Economic Subgroup will consult existing stakeholders in the private and public sectors in the UK and will also look for examples of best practice overseas. It will take account of the wider regulatory environment and UK government policies and will consider also how the wider availability of broadband could improve the competitiveness of the UK economy.

| The report will focus on the primary objectives: |
- To establish the framework and overall business case for UK plc to invest in Broadband based services , considering the macro and micro aspects.
- To consider the relative competitive position of UK plc in light of the investment and intervention measures undertaken by the other G7 and EC countries.
- To identify the potential intervention measures that the government might adopt.

| Where possible, the Economic Subgroup will draw upon existing research material. If the need is identified for new research into particular aspects of the prevailing situation in the UK the Economic Subgroup will consult the Executive Committee. |
