Demand for broadband
A key theme of the BSG’s work programme over the last five years has been to inform and raise the profile of demand side issues in the broadband policy debate. Our work has seen us quantify the bandwidth requirements of households and small businesses and qualitatively examine the demands placed on mobile and public WiFi networks. We have also conducted primary research in micro and small businesses.
These reports have helped contribute to the evidence base around household and business requirements – which is different from what they may demand – and is particularly important when devising direct policy interventions. This work has also led us to recognise and promote the overall end-user’s Quality of Experience (QoE).
The speed of the access network is an important factor in determining this QoE but it is not the sole, and at certain levels not the determining, factor.
